A faulty unloader assembly out of the box on reman Haldex units is surprisingly common, so it could easily be failing to actuate even if it looks visually fine. Given how cheap parts quality control has gotten lately, swapping that NAPA unit under warranty for another compressor might save you from chasing ghosts.
